Actually you MUST do Gadd's encampment before getting to the necromancer, I think you mean Umbral Grotto but I checked there too and he gives me the same tournament text as I fought him before the necromancer.

I talked to him and he told me I was too inexperienced or some such crap. Same text the others tell you till you get the quest from Hoff, which I can't cause Hoff won't give it to me due to (i'm guessing) not having had doomlore shirne on the map when I accepted it, though I do find that odd as other quests are not dependent on having an area open already.
If I'm supposed to be introduced to him some other way enlighten me as the wiki has no info on such a thing. I'll add it to the wiki if there is some sort of introduction quest deal.

Hmm...I didn't have any problem getting the quest after getting Doomlore Shrine on my map. I did all the Norn area, all the Asura area (registered all pieces received up to that point), and then made my way to the Vanguard/Charr area . Finally got to Doomlore and was able to visit Hoff and get the quest. So maybe there's a quest you haven't done yet or turned in yet. I was definitely able to do this Polymock quest despite never having the outpost until after defeating all other opponents.

I had this problem too so I asked around. apparently to be able to fight dune you have to beat the ebon vanguard branch of GW:EN. I was disappointed but did it.
Low and behold. Once I beat it I could fight him. So there is your answer.

You only have to unlock the city, via the first part of the Vanguard quest, to play him. You do not have to complete the entire Vanguard quest line to play him. If the city is not unlocked then Hoff wont give you the quest, but once you open it he should.

A similar thing happened to me when I did the polymock quests. I was doing the asura quests 2nd (did the norn in the preview), and beat the necromancer Volumandus, but when I tried to zone back to Rata Sum, I got an error message. I figured no big deal, I'll just try again. So when I get back on, I go to Rata Sum only to find out that the game didn't count my Necromancer quest as being completed. Meh, not a big deal, just go do it again. So I do, GET THE REWARD, and Hoff has no more quests to give me. I thought that was odd, but decided to keep playing through the game. After I got to Doomlore shrine and saw the Dune Teardrinker there, I figured I could pick up the polymock quests again. I go back to Rata Sum where Hoff still has no quests to give me. I check my quest log and it says that I didn't beat Volumandus. Crazyyy... Anyway, I just go and beat Volumandus again and finish up the polymock quests.
